Our suggestion is to make someone responsible for making sure basic accommodation items are in place for the new employee.
No brilliant insights here. This is purely about execution. Things get done when it is clear who has responsibility for them and is held accountable. Don’t neglect to put someone in charge and hold them accountable. Simple idea. Big impact.
